I am writing to report a catastrophic situation in Moscow (Russia) concerning stray dogs and cats. Starting from 2002 in Moscow a State Sterilization Program was launched, aimed at reduction of the number of excessive homeless animals (dogs) – thousands of volunteers took active part in implementation of this Program, the number of dogs stopped growing and many people adopted homeless pets right from the streets. There are laws which protect animals against cruelty but these laws are being violated by the municipal authorities all over Moscow and Moscow Region.
Starting from July 2008 in Moscow and all over Russia there is a total liquidation of dogs and cats off the streets as it was ordered by the high standing officials. According to the Decree of Moscow Government No 2460-РП issued 06.11.2007 there are dog shelters to be constructed by year 2010 for the total number of animals as 26 thousand species. There are two animal shelters the construction of which has not yet been completed and the First deputy Mayor Peter Biryukoff has ordered to place all dogs to these unfinished shelters – all 26 thousand dogs!!! Another high ranking official – the Governor of Moscow Region Boris Gromov has ordered to kill all street dogs. The volunteers cannot get truthful information on the dogs being caught from the streets, the witnesses of such actions saw that the dogs were murdered (poison shots) – moreover, the people who want to visit the municipal shelters in order to continue taking care of the dogs, are banned to get in. The shelters are not allowed for visitations. Those who had the chance of getting to the territory of the shelters saw an ugly picture of animals being hardly alive – without water, without food and being in cages without heating.
During seven years (2002-2008) the animal protection organizations and individuals have been fighting for the dogs and their right to live and be protected, in December 2008 there was a meeting held against the cruel and unlawful order of the First Deputy Mayor to catch all dogs and cats. The high ranking authorities and the municipal officers give oral promises and assured the pet defenders that the dogs are being taken care of in the shelters whereas in reality the dogs were killed in cold blood at once by way of poison shots or left to die without water, food and heating. We are asking you to help us to stop the criminal actions of the Moscow Government and the criminal actions against dogs and cats and their mass murder in the Moscow Region. The actions of the municipal officials are a crime against humanity and against civilization.

Обращение жителей Москвы и Московской области к мировой общественности
Уважаемые защитники и любители домашних животных!
Обратиться за помощью к международному сообществу нас вынуждают неправомерные действия властей Москвы и Московской области, направленные на массовое физическое уничтожение с особой жестокостью дворовых собак и кошек улиц Москвы и населенных пунктов МО .
С 2002г в Москве действовала Городская Программа стерилизации, в которой участвовали тысячи добровольцев, благодаря чему в Москве численность городских собак и кошек не увеличивалась, а постепенно снижалась, также люди охотно брали собак и кошек с улиц в свои дома. В России существует законодательство по защите животных от жестокого обращения, но данные законы грубо нарушаются представителями городских властей.
С июля 2008г в г. Москве и ряде населенных пунктов по настоящее время проводятся рейды по отлову дворовых собак и кошек. Согласно ПМ от 06.11.2007г № 2460-РП для московских собак и кошек должны быть построены муниципальные приюты. Приюты планируется ввести в эксплуатацию к 2010 году. В настоящее время по всей Москве в нарушение Регламента по отлову, транспортировке, стерилизации и содержании бездомных собак и кошек в недостроенные приюты доставляют всех собак и кошек – то есть приютов еще нет, а животных уже отлавливают согласно распоряжения первого заместителя Мера Москвы Бирюкова (в МО по распоряжению губернатора Громова). Животные, которых убили не сразу, а доставили в недостроенные приюты, мучительно умирают без воды, еды и без отопления вольеров. Опекуны-добровольцы, которые любили и кормили собак по месту их постоянного обитания, которые своими силами и за свои средства их лечили, стерилизовали и обеспечивали им гуманное отношение, не могут попасть в приюты, не могут найти своих опекаемых животных. В городских службах информация об отловах искажается, предоставляется не полностью или в такой информации людям отказывают в грубой форме.
Защитники животных провели пикет против действий городских властей 28 декабря 2008г, были направлены письма на адрес Мэра Москвы, в Государственную Думу, ряду Депутатов, а также Президенту Д. Медведеву и Премьер-министру В. Путину.
На данный момент не получено ни одного ответа от официальных представителей власти. В устной форме городские чиновники уверяют, что собак отлавливают без причинения им вреда, что собаки доставляются в оборудованные приюты и содержатся согласно существующим санитарным нормам, что в приютах есть вода, корма и отопление.
На самом деле собак и кошек УБИВАЮТ, в приюты не пускают , то есть на самом деле собак уничтожают сразу или доводят до истощения и мучительной смерти без воды и еды, на холоде.
Помогите нам спасти наших собак и кошек! Умоляем помочь нам прекратить жестокость городских чиновников, действия которых противоречат принципам гуманности и являются преступлением против человечности.

Help us to save the pets in Moscow!
About 24 thousands of stray dogs and cats in Moscow are going to be murdered without any reason. Russian government ignores the protests of citizens which are depressed by this terrible crime. Everyone involved into care of stray animals is terrified with the prospective of having their four-legged pals massacred. We also think it would be an ecologic catastrophe just like sparrows killing in China was. Pets in Moscow must be saved, Russia must be a civilized and respective country. Russian governments, don't make your citizens hate you! Dear foreigns, please save russian pets! Please protest! Please tell this information to everyone and sign the petition! We believe in kind people.

Около 100 тысяч бродячих собак и кошек в Москве будут убиты без какой-либо причины. Российское правительство игнорирует протесты граждан, которых приводит в отчаяние это ужасное преступление. Все люди, заботящиеся о животных, подавлены перспективой убийства животных, к которым они привязаны. Мы также считаем, что это будет экологической катастрофой, как убийство воробьев в Китае. Животные в Москве должны быть спасены, Россия должна быть цивилизованной и уважаемой страной. Российское правительство, не заставляйте ваших граждан вас ненавидеть! Le gouvernement de Moscou va tuer plus de 20 milles chiens et chats sans domicile. Les citoyens pensent que c'est revoltant mais le gouvernement ne les ecoute pas. Ils ne se rendent pas compte que ça sera une catastrophe naturelle. Nous presentons les moscovites qui aiment les animaux. La mort violente des animaux est une injustice terrible. Nous ne voulons pas que la biodiversite de notre ville soit la victime du gouvernement. Les rues de Moscou ne devraient pas etre vides. Aidez-nous! Il faut que tout le monde soit au courant des meurtres des animaux en Russie. Nous devons protester ensemble! Nous avons besoin de votre soutien. Vi chiamiamo in aiuto urgente perché i cani e gatti randagi sono sterminati in modo violente per nessun motivo su ordine delle autorità municipali che trasgredisce la Legge per la protezione degli animali contro il trattamento crudele.
Dall'anno 2002 a Mosca è stato realizzato un Programma di Stato della sterilizzazione dedicato alla riduzione del numero di animali randagi in eccesso (cani in particolare). Mila volontari prendono una parte attiva alla realizzazione di questo programma, il numero di cani ha smesso di aumentare e molta gente ha adottato gli animali proprio dalla strada. C'è qualche legge che protegge gli animali contro la crudeltà, purtroppo queste regole sono violate dalle autorità minicipali dappertutto a Mosca ed alla regione di Mosca.
Dal mese di luglio 2009 a Mosca ed in tutta la Russia c'è uno sterminio totale dei cani e gatti ordinato dalle personalità ufficiali di alto livello. Secondo il decreto del Governo di Mosca # 2460 del 06/11/2007, dei rifugi per cani, capaci di adottare il numero totale di animali randagi, sia 26 mila, devono essere costruiti fino all'anno 2010. Per il momento, c'è un solo rifugio non ancora finito che, secondo l'ordine del vicesindaco Piotr Birukov, deve adottare tutte le 26 mila animali!!! Un altro funzionario di alto grado, il Governatore della regione di Mosca Boris Gromov, a fatto l'ordine di sterminare tutti i cani di strada! I volontari non hanno l'informazione oggettiva sul numero di cani sterminati. I testimoni di tali atti hanno visto solo il momento di captazione dei cani in strada. Inoltre, le persone che vogliono visitare i rifugi per animali non sono autorizzate a farlo. Coloro che hanno la possibilità eccezionale di entrare sul territorio dei rifugi vedono un'imagine schifosa degli animali appena vivanti, senza cibo e acqua, in gabbie senza riscaldamento.
Durante sette ultimi anni (2002-2008) le organizzazioni per protezione degli animali svolgono una campagna di protezione dei diritti dei cani. Così, ha avuto luogo nel mese di dicembre una manifestazione contro la legge non legittima del vicesindaco di Mosca. I funzionari di alto livelli hanno dato dei promessi e hanno assicurato del miglioramento delle condizioni di trattamento degli animali in rifugi, mentre in realtà i cani erano sempre mortificati a sangue freddo con colpo di veleno oppure lascati senza cibo e acqua.
